Subject-verb agreement definition implies that the subject of the sentence and the verb of the sentence must be in agreement in number. In first sentece verb (is) is not corret because Ram and Shyam two subjects, we can say this is a plural subject. So we will use here plural verb (are).
Note: If Sub is Sing., verb will be used sing. And Sub. Is plural, verb will also use plural.
